Changing defaults would not work on existing preferences , we should do this on a separate PR .
It would require a version change and a name change for this preference type.

Description
We need to implement group notifications for staff regarding ORA submissions.

Testing instructions
Submit an Open Response for staff review from two different users on the same XBlock. Verify that the staff user receives a single notification for both submissions.
