Revert "feat: [FC-0092] Optimize Course Info Blocks API"

Reverts #37122

At MIT, we deployed the master branch on one of our instances and started getting user requests where they submitted correct answers, but the progress page displays 0/1 for some of the problems, even though their correct submission exists.

We suspect that this extra layer of caching is contributing to such issues and would like to revert this PR.

We are not able to find out the exact steps till this point, but we are looking for the steps.

Here are the tentative steps (Note: these are not final steps but i played around these and reproduced the issue):

• Create a section/graded subsection with a future release date (10m in future) and create a unit with a few problems.
• restart tutor
• with a normal user visit discussions MFE to hit the API to cache the blocks.
• now after release time, attempt the problems and see no progress page grades.
