This starts the work to allow course admins to delete courses within Studio's dashboard.

@markchang, @cahrens, and @chrisndodge - had a few spare minutes to get a strawman going for STUD-621 (https://edx-wiki.atlassian.net/browse/STUD-621). Feel free to fire questions or just use this as a start whenever you'd like.

What's the status of this pull request? Is it still relevant, or should we close it?

I think it is relevant to the course deletion story on our backlog, STUD-621.

The MIT systems have been using this for course deletion: https://github.com/edx/edx-platform/pull/719 (functionality only provided to sysadmins)

Hi, all. @cahrens is right, this was some pre-emptive simple UI work done for the Studio Story identifying in some backlog grooming. It's out there waiting for the rest of the story's tasks when the team gets to them.

With that in mind, I just rebased this against master to keep it current.

Since this work is more of a proof of concept and only has the UI portion of the feature done, I'm closing this pull request. The branch shall live on and when the feature is picked up for work, it should be able to be referenced.
