Use kim-property to write VC property instances

Currently, the vc module has a function called [write_results](https://github.com/openkim/kim-python-utils/blob/0fdeaf2c0ab4704f1789c57c4abe3026a55ff03b/kim_python_utils/vc/core.py#L303-L342) for creating property instances that uses a jinja2 template.  This should be changed to use the [kim-property](https://github.com/openkim/kim-property) package.
