Set up a stale.yml workflow to automatically mark inactive issues and PRs as stale.

Tasks

• Create .github/workflows/stale.yml
• Configure stale timing and messaging
• Submit a PR adding the workflow

Goal

Keep the repository clean by managing inactive issues and PRs.
