[experiment] serverless workflow DSL

This is an experimental branch using serverless workflow (SWF) DSL
Take a look at workflow-config-template.yaml

• This is a serverless workflow file
• It can be used with vscode extensions and other tooling for that project
• our api calls are translated to SWF http calls
• Since there is no support to create k8s resources, there is a hf:resources task
