Support MCD running systemctl commands

There are MCO changes that require to support systemctl commands.

• Bug 1885365: daemon: properly handle unit enable/disables machine-config-operator#2145
• Bug 1888565: daemon: Explicitly start rpm-ostreed machine-config-operator#2291
