These changes will update the RHCOS 4.13 bootimage metadata which include fixes for the following:
OCPBUGS-11791 - RHCOS missing udev rules for GCE PD NVMe disks in initrd

openshift/ci-tools#3409 reverted a change that attempted to short circuit jobs that wait 30 minutes for builds to start, however it seems to have killed builds at 30 minutes regardless of whether or not the build had started.
