Move installer references somewhere else for a release

Currently, the installer is included in a release via the AlwaysInclude reference in https://github.com/openshift/oc/blob/master/pkg/cli/admin/release/new.go. We would like to also include the baremetal-installer image in a release, #52, but it's been pointed out to us that these really both belong elsewhere - perhaps as a reference in the CVO.

This issue is tracking removing both of them and putting them somewhere else.
