Additional information:
07/03/2025: IPsec does apply. Being handled by #95598
There should be fewer files because neither IPsec nor UDN apply to 4.14. This makes the title of this PR misleading. The files attached to ODSOC-14786 do apply to 4.14, however. Only IPsec does not.
