Many Serial E2Es due to terminating namespaces present from previous tests

The bot is failing some tests that are unrelated to my PR (afaik). I was told to report these errors here:

I'm not sure how to find out. I poked through the jenkins logs and didn't see anything definitive.

Steps To Reproduce

1. I was able to get this error when opening a PR and setting a comment to 'aos-ci-test'.
2. Check the output

Current Result

I'm seeing errors often.

Expected Result

My PR receives all tests pass when code is unrelated to anything on the bot.

Additional Information

It would be nice to exclude e2e tests from running when the code is new and not referenced anywhere in the product as in the case with my PR.
