and for patch mgmt ... the only reason I have not lgtm'ed this cherry pick is because of the k8s e2e test consistently failing in e2e-aws-serial

the test modified in this PR is not even in that suite

@sdodson - the bug I opened for the consistent, unrelated failure in e2e-aws-serial has not progressed ... https://bugzilla.redhat.com/show_bug.cgi?id=1852857

I'll retest it now to see if something else addressed it

The repeated failure of e2e-aws-serial was the only reason I held this

and we are seeing the k8s pod affinity e2e test bug reported in https://bugzilla.redhat.com/show_bug.cgi?id=1852857 repeatedly again

for example, https://deck-ci.apps.ci.l2s4.p1.openshiftapps.com/view/gcs/origin-ci-test/pr-logs/pull/25215/pull-ci-openshift-origin-release-4.3-e2e-aws-serial/1281137643807051776

@sdodson - any chance we can override e2e-aws-serial for this PR and get this merged? All this PR is doing is REMOVING a problematic test in the jenkins e2e suite.
