Revert the rebase to RHEL 8.6

All kola runs are failing with:

qemu-img: /var/tmp/mantle-qemu1029413809/disk1354518751: Image creation needs a size parameter

Root cause appears to be a problem in conmon. Since conmon is delivered to RHCOS via OCP repos, reverting to RHEL 8.5 would not accomplish what we want.

Current plan of action is:

• get fixed conmon in OCP repos
• pin to last known good machine-os-content
• test new conmon with RHEL 8.6 content
