The `e2e-openstack` job is voting in the cluster-api-provider-openstack repository and is currently failing almost 100% of the time on MOC because of https://bugzilla.redhat.com/show_bug.cgi?id=1907333 Move this job to the faster Vexxhost platform to allow us merging again in the CAPO repo.
