- 4.10: Add BZ validation stanzas
- 4.10: Create config_updater patterns
- 4.10: Start maintaining 4.10 merge blockers
We apparently forgot to create these on the last cut, so adding the 4.9 one too
I needed to tighten the 4.1 ones so that 4.10 and 4.1 do not interfere with each other
