Closing this based on a conversation I had with @petr-muller in which the bump to 1.17 will be accomplished with the following PRs:

• Updating operator-registry images to be consistent with ART operator-framework-olm#249
• Updating operator-lifecycle-manager images to be consistent with ART operator-framework-olm#250
