Revert "Making the 4.13 Rollback job blocking"

This reverts commit f36aaa4.

We cannot have blocking jobs on service streams that are not blocking jobs on master. Our strategy for ensuring backport quality and assessing backports for merge is based on acceptance in master.

I'm glad to see energy here and I'm supportive of the effort, but to make progress it is necessary to make the job blocking in master first and then making it blocking in service streams.
