Add a job to test installer end to end on a
baremetal packet host.

Testing a CI job that using terraform to deploy a baremetal server on packet.net and uses dev-scripts to test Bare Metal IPI

Looks like I need to figure out how to generate the entry for openshift-installer-master-presubmits.yaml properly...
