GCP CONTROL_ARCH or COMPUTE_ARCH should respect OCP_ARCH

Per the log, when either CONTROL_ARCH or COMPUTE_ARCH is not set, but OCP_ARCH set, master_type is empty.

CONTROL_ARCH or COMPUTE_ARCH should respect OCP_ARCH.
