Establish "functional" tests on provider level #382
Description
Current functional test approaches from the API level. It requires the app to be running. There is a necessity/possibility to test the logic without running Keystone from the provider side using in memory sqlite.
This provides the possibility to test i.e. role assignments with the "real" database but not requiring running application. It can be established either as a real separate test or part of the unittesting
