PostgreSQL 17 upgrade - Maintenance

We are upgrading our PostgreSQL 15 rails databases to PostgreSQL 17 on the 5th October 2025 POSTPONED.

A trial run of the database upgrade was performed earlier on a secondary PostgreSQL instance.

We will also be completing the BIOS upgrades during the maintenance window: #1277 #1276 - Done.

In https://github.com/openstreetmap/osmdbt?tab=readme-ov-file#debian-package, it says: It will not contain the PostgreSQL plugin, because that needs to be built for the exact PostgreSQL version you have.

I don't see this plugin compilation step included in the list of steps. Did the existing plugin work ok with Postgresql 17?

We have decided to postpone the upgrade because wal-g does not work with pg >= 15
