Could BIT-0006 and BIT-0013 be separate PRs - otherwise it's only possible to merge both if we were to merge BIT-0013? Also the status of BIT-0006 should be changed to |

This BIT proposes introduction of stake locks, where lock conviction will determine subnet ownership.
