- Merge in release 6.4.0 and hotfix 6.4.1 to staging
* revert subtensor local to finney * hotfix patch version * run changelog script * add helpful messages to signal the coming change and fallback to finney if local fails * add btcli subtensor check command for quick info on network health * correct changelog * add endpoint arg for custom endpoints * Revert "add btcli subtensor check command for quick info on network health" This reverts commit 3e47889. * delete subtensor check command file * update changelog again * remove fallback to finney
