Cannot Explicitly Set Root Claim Type to "Swap"

Per Const's most recent announcement (https://discord.com/channels/799672011265015819/830075335084474390/1447718278939283548), any account staking on root which does not explicitly set their claim type to swap prior to the upgrade will be automatically converted to keep.

However, I can't set my claim type to swap. It's already defaulted to swap (I never issued any set-claim command after the upgrade, chosing to leave it as the default), and when I attempt to run btcli st set-claim swap, BTCLI (version 9.15.3) returns:

Root claim type is already set to 'Swap'. No change needed.

Recommend that at least temporarily, BTCLI just go ahead and process the change even if it looks on the chain and sees that the claim type is already set to "swap".

Follow up on this: the solution is to set to keep, then to swap again (according to Taostats folks). However, this is a problem for two reasons:

1. You're asking people to pay transaction fees twice, no?

2. Your regular, every day user is not really going to understand this.

I'm not sure what to recommend, except to patch btcli at least, to allow it to --force a setting to swap even if it's already set to swap (and making sure that the setRootClaimType pallet does not reject the extrinsic if invoked in some other way, such as via Polkadot.js.org/apps or Taostats).
