Modifying descriptions and links in stake and subnets dot py files

I need to take one or two more passes before we finalize this. In specific:

1. The links containing Greek letters are not resolving to their specific sections. I might have to change the section titles in the doc.
2. At least one column label might change: "Local weight" might have to be replaced with "Global split". We will see.
3. I ran pip install -e . on my local branch error free.
4. You can merge this PR. I will deal with the above in a separate PR.
