SubnetOwnerHotkey can be a parent key with no min-stake check #1325

Is your feature request related to a problem? Please describe.
Currently, there is a min-stake check for setting child-hotkeys, and this means the SubnetOwnerHotkey cannot become a parent-hotkey without having a significant amount of stake in-TAO value.
Describe the solution you'd like
The SubnetOwnerHotkey should have no restriction/minimum stake to set children on its associated subnet.
