Expose DTAO info as precompile

As a user , I would like to be able read DTAO info (pool state , alpha balances etc) from the EVM pallet , so that we do not have to depend on oracles for intrinsic info

I would like to express my support for this feature request. being able to get a subnet's alpha pool balance (both alpha and tao) would be very useful.
