upgrade to latest polkadot-sdk version

we have upgraded to the final 1.0 version of polkadot before the move to the monorepo, now it is time to upgrade to the latest version on polkadot-sdk so we are fully up-to-date.

v1.9.0 as of writing. Currently we are on v1.0.0

• cargo test compiling
• cargo test --workspace compiling
• cargo test --workspace passing
