Upgrade Polkadot SDK to stable2409-7.

First step of #1594

Description

This PR introduces the update from the Polkadot SDK version stable2409 to the stable2409-7.

This PR should only be merged after the frontier one and by bumping the hash again.

• Bump substrate dependencies versions

• Fix issue with aura import

• Fix issues with the BalanceConvert arguments/return values using EvmBalance/SubstrateBalance (newtypes of U256) instead of U256

• Fixed tests
