It is better to use the forceSetBalanceToSs58Address, don't need to call waitForTransactionCompletion, and including the balance check after extrinsic.

Description
Adds EVM precompile interface for alpha token functionality, enabling smart contracts to access alpha-related data and simulate swaps directly from the EVM.
Features:
13 view functions for alpha price queries, pool liquidity data, and swap simulations
Complete interface consistency across Rust implementation (alpha.rs), Solidity interface (alpha.sol), and ABI (alpha.abi)
Support for alpha price tracking, pool management, and transaction simulation
