Description

This PR migrates maps into unified format introduced earlier by @gztensor (LastRateLimitedBlock)

Migrated maps:

• NetworkLastRegistered
• LastTxBlock
• LastTxBlockChildKeyTake
• LastTxBlockDelegateTake

Breaking Change

The new format affects only storage RPC calls. All runtime code should work as expected.
