Migration for root TAO counters

Description

This PR comes in addition to #1947 to fix discrepancy in SubnetTAO, SubnetAlphaIn, SubnetAlphaOut, SubnetVolume, and TotalStake.

• Closes SubnetTAO and SubnetAlphaIn remain stale on root since Uniswap V3 #1911
