Further simplify the welcome page

If we are going to stay with only the list of categories on the welcome page, the we should better:

• have white background everywhere beetween header and footer
• Remove the category title/label
• Center the whole list nicely

Can you justify those requests ? This is not a page we built, this is the Special:CategoryListing page that we decided to use as homepage because the actual homepages are custom, cluttered, with redundant info and tons of offline-useless stuff.

I'm not against improving it or building another one but this should be concerted/discussed. I personally don't find your requests obvious.

• we are not making a subsection, we are displaying a wikiHow page. I imagine they know what they are doing.
• It makes it clear that the following list is a list of categories and not articles.

Again, no one's personal opinion is just right so getting someone else's like @Popolechien or actual users would ensure we're improving it.

I confirm that it does not respect basic page settings rules on the online version as well https://pt.wikihow.com/Especial:CategoryListing. Not sure how many versions of wikiHow are impacted.
