Kubebuilder has a pretty big breaking change with regards to rbac-proxy in this version, do we want to, and are we ready to take that up to inform our user base? |

@joelanford @acornett21 the bump to k8s 1.30 requires use of kubebuilder v4. Waiting for this to be merged before raising that PR so this is blocking operator-framework/operator-sdk#6730 |

Description of the change:
Bump the Kubebuilder dependency to 3.15.0, and fixup various scaffolding and generation bits to account for upstream scaffolding changes.
Motivation for the change:
Keep dependencies up-to-date.
