Add notifications when unit/e2e-tests fail

Description

As a contributor I would like to be notified when when unit or e2e tests fail

Acceptance Criteria

1. PR author can be notified when a unit or e2e (or any?) github action fails
2. PR author has documentation on how to disable/enable this

I am already getting these notifications.... github actions in my own repo are even becoming annoying.
