Description of the change:
Add GitHub Actions workflow to run the Travis CI tests against PRs. This workflow will not run the Travis CI deploy stages that build and push images on pushes of master or tags.

Motivation for the change:
We have exhausted our Travis CI free usage plan, and we need a way to keep getting PRs merged. This may be temporarily until we can resolve the situation with Travis CI (or maybe its permanent if we like it enough).

I'm going to merge this so our CI is at least partially running. I'll fix ansible/e2e-molecule in a follow-up.
