Now that Ax supports
fixed_featuresin the Service API (see facebook/Ax#2015, facebook/Ax#2372), we no longer need aCustomAxClientclass.Also,
Models.GPKGhas been deprecated and had to be replaced with the newerModels.BOTORCH_MODULAR(facebook/Ax#2427).Using Ax
0.4.0also means that we need to drop support for Python3.9.
