Summary

  • Add enhanced GitHub Issues templates for bugs, features, and enhancements

Test plan

  • No code paths changed, so existing unit and e2e tests should still pass.

coverage: 97.333%. remained the same when pulling 5375adb on mike/github-issues-template into 04f5c20 on master.
