Add Ubuntu 24.04 option for node-image

Currently "jammy" is hard coded. I want to create "noble" images.

We will implement this and contribute back to upstream

Some observations:

    - echo "Ubuntu 22.04 LTS \nIP - $(hostname -I)\n" > /target/etc/issue

This will lead to confusion

      - linux-generic-hwe-22.04

both in templates/user-data.yml.j2

@osfrickler I think we can simply use 24.04 instead of 22.04 everywhere? Or is there any reason we should build Ubuntu 22.04 + Ubuntu 24.04?
