Проверял код на Ubuntu 12.04 и Windows 7.
До конца не совсем понял, в чём причина.
Предполагаю,что в пуле сообщений до его запуска есть сообщение, которое и устанавливает заголовок окна после его запуска.
Поэтому, сначала вручную запускаем обработчик, а потом уже изменяем заголовок
