dracut release 109 breaks dracut module in some cases

Hello, since dracut-ng/dracut-ng@2991f74 it appears that systemdsystemconfdir will not be set if hostonly mode is not set.
So for my systems, this means that $systemdsystemconfdir will be empty and that the symlinks required for the ostree setup inside the initramfs will not be properly created.
