This fixes the issue where using any of the config tagged literals in
a nested data structure don't get generated correctly.
Before the fix, the following value:
{:nested #config/env "ENVIRON"}
would generate as the following:
{:nested {:name "ENVIRON" :value nil :defined? false}}
