Fixes and changes to existing apps

• Web entities no longer forget the maxFPS property and don't force 30 FPS on *.youtube.com (which is basically inaccessible outside of a real desktop web browser these days, and most of the time players want a synchronised video player), fixes maxFPS on Web entity is reset to default when sourceUrl changes #1910
• The avatar app has "loading" and "no icon" text instead of the question mark icon.
• The edit button in the avatar app now works.
• The start of a QML places app is in, it'll be picked up again in a later PR

Settings

• The Discord rich presence setting and animated screenshot duration setting now work properly.
• The settings app now exposes simplifiedNametag's visibility setting.
• The graphics settings now have a camera clipping setting, FPS settings, and fullscreen display setting

Chat app

• Chat events are now saved and restored, and the chat app window shouldn't accidentally show on startup.
• Broadcast toggle and clear history button are now on the top row next to the settings button
• Image embeds
  Resolves GIFs, APNGs not animated in new chat #1258 (APNG still doesn't work, but lossless animated WebP works fine)
  
• Message timestamps and overflowing display names now have descriptive tooltips when hovered
  

More app

Uses the V2 manifest format.

• The "only show installed apps" toggle button is using the generic open/closed eye icon for now, would appreciate feedback on an icon we could use that could succinctly express "only show installed apps" better
