FAKE_BARCODE_LEN not being set issue #34
Description
It's not set if barcode-encode is in config file
Need to eliminate the optimize_assignment_str.empty() check in the SplitCode constructor and move the check to checkInit() (outputting an error if barcode-encode is not set but bclen is).
