Separate tests.series.test_operators into smaller test files specific to arithmetic for datetime-like, tiemdelta-like, numeric, and comparisons.
Cleans up some leftover TODOs for index arithmetic tests.
The actual contents of tests are unchanged, just split up and moved around.
