This will be imported into the content routes and added to the format content responses.

Meaning this adds the logic to set and bypage having to fill out the form…. for now I have it set to 0 so it will appear as nothing has changed and all its doing is setting the cookie

At the moment the following 5 site repos are also setup and are ready to utilize these dep upgrades: I will work on getting the other, utilizing, site repos once this is approved and moving along.
Thing to note is that the changes to content download would only be utilized in monorail as well as this is the only place currently calling the IdxDownload component, to my knowledge or that I could find.
