NetworkBridge: use incremental priority_group updates #1763
Description
In #1699 we update validators priority group with set_priority_group.
We can expose add_to_priority_group and remove_from_priority_group in substrate paritytech/substrate#3376 (comment) to make the changes in an incremental fashion.
