v0.2.5-0a0ffac: have sync problem, 0 peers

v0.2.5 if not synced, will 0 peers, If use v0.2.4 to syneced, then use v0.2.5, will have many peers.

Melea-trust 's node have the same problem.

0.2.4 and 0.2.5 are identical in terms of peer network, service and client. the only differences are an additional RPC and an altered runtime.

a more likely explanation is some issue with the set up.
