Add Staking Payout Functions #65
Description
Once paritytech/substrate#4474 gets merged, add:
staking.payoutNominatorstaking.payoutValidator
Note: These functions are quite dangerous and the wrong input parameters can cause loss of funds. Make sure that the documentation is clear and precise.
