This PR includes the
cgitb.Hookclass from the standard library into paste viapaste.util.cgitb_hook.It also includes the corresponding tests as
test_cgitb_hook.Thereby, the dependency from the
cgitbmodule which will not be available any more in Python 3.13 has been removed.
